Summary PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT COLA: 2.63% Duty Location: Fort Allen Training Center, Juana Diaz, PR Camp Santiago Joint Training Center (CSJTC), Salinas, PR Responsibilities This position requires military membership in the Puerto Rico Army National Guard (PRARNG) Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Officers, Warrant Officers, and Enlisted employee members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Officers, Warrant Officers, and Enlisted employee members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Officers, Warrant Officers, and Enlisted currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates) To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As a SUPERVISORY FACILITY OPERATIONS SPECIALIST (D2797000),GS-1640-12, you will manage, direct, supervise, and coordinate master planning; engineering design, construction, and inspection; real property management, maintenance; fire prevention and protection; utilities systems; refuse collection and disposal; and environmental management through an overall augmented staff consisting of state workers, site contract, technician, and military personnel. The applicant is credited with actual number of months the member has been in the National Guard provided such service is related to the position to be filled. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at next lower-level GS-11 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as formulating plans, programs, policies, and directing activities pertaining to the operation, maintenance, repair, rehabilitation, and improvements to all real property facilities; preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment; managing the facilities engineering program; leading, directing and assigning work of personnel; planning work to be accomplished through subordinate supervisors; preparing and reviewing performance standards for subordinates; preparing the construction program; coordinating with other directorates for input data to establish priorities for the Military Construction Army National Guard (MCARNG) programs; prioritizing facility requirements for the development of MCARNG programs; monitoring the status of projects consisting of architectural and engineer (A-E) plans and Operations and Maintenance; overseeing the programing and coordination of engineer resources; programing and projecting yearly requirements for major and minor engineering, construction, and maintenance, activities at the Garrison Training Center (GTC); estimating overall cost and assuring delivery of materials to the GTC for the construction/engineering unit's training period; responsible for implementation of the environmental protection program for the GTC; assuring compliance with federal, state, and local agency requirements. Education There are NO educational requirements for this position at this time.
