GENERAL DESCRIPTION:

The Wyoming Department of Workforce Services (DWS) is looking for a Senior Accounting Analyst for Employment and Training within the fiscal division. This position will help to facilitate the mission of the Department of Workforce Services by allowing services for employment and training to effectively reach the citizens of Wyoming. Position duties include monitoring and reporting funding levels, expenditures, and obligations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Serves as the primary contact for evaluation, research, and problem resolution.

  • Monitors, inputs, reviews, and approves fiscal data in the state's accounting system (WOLFS).

  • Prepares ad hoc fiscal reports from data stored in WOLFS.

  • Prepares monthly, quarterly, and annual financial reports for assigned programs.

  • Develops and adjusts associated budgets and coordinates budgeted funds.

  • Coordinates grant activities and monitors grant expenditures.

  • Develops installs and implements accounting systems, records, methods, and procedures to address changes in requirements.

  • Monitors expenditures to meet GAAP requirements and perform annual year-end closing.

  • Ensures adequate internal controls, manual and automated system documentation, workflow processes, and procedures for multiple internal financial systems are in place to provide timely and accurate information.

  • Oversees all purchasing, accounts payable, inventory, fixed asset, vehicle management, contract, grants, accounts receivable, and federal funds for Worker’s Compensation.

Qualifications

KNOWLEDGE:

  • Knowledge of Generally Accepted Accounting Principles (GAAP), as they pertain to government accounting systems.

  • Knowledge of principles, concepts, and current practices of government management, including budget development, purchasing, and administrative policies.

  • Knowledge of methods and techniques of fiscal auditing.

  • Knowledge of the maintenance of accounts, including fund accounts and balancing the accounts to the different systems involved.

  • Skills in interpreting complex grant funding requirements, submissions, and budget projections.

  • Skills in oral and written communication.

  • Skills in organization, and planning, as well as efficient time and work management.

  • Skills in evaluation, policy, and decision-making.

  • Skills in using financial management software, including word processing, excel spreadsheets, and databases.

  • Ability to interpret State and Federal laws and regulations regarding budget administration.

  • Ability to handle a high degree of detail in everyday work.

  • Ability to analyze information and formulate conclusions.

  • Ability to work independently and adapt to changing priorities

  • Ability to draft special reports as required.

  • Ability to analyze financial reports and choose appropriate accounting methods to provide required data.

  • Ability to maintain a good working relationship with staff members and others outside the division.

  • Ability to train new employees.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst
