Overview:

We are seeking an experienced Project Manager who will support the CAL-Access Replacement System (CARS) Project for the California Secretary of State (SOS). The CAL-ACCESS system is the public’s window into California’s campaign disclosure and lobbying financial activity, providing financial information supplied by state candidates, committees, donors, lobbyists, and others. The CAL-ACCESS is a mission-critical legacy system for the SOS and is a conglomeration of component applications developed at different times using multiple coding languages, platforms, and technologies, most of which are now obsolete. The Project Manager will be responsible for the quality and timely completion of all work products and task outcomes.

Duties:

• Develop Monthly Status Reports detailing accomplishments attained during the prior month. The reports will list task descriptions and updates for the work completed including due dates or deadlines if appropriate.

• Support the project management team with its ongoing review and approval activities related to the planning, tracking and completion of each of

• Assist CAL-ACCESS Replacement System (CARS) team as needed with subject matter expert outreach that may be required for both data cleansing & validation activities and data migration readiness and migration tasks.

• Assist with preparation and presentation of weekly and monthly project status reports, executive steering committee meetings, as well as other project status documentation needed to present project progress towards completion.

• Assist with development of ad hoc briefing documents, reports, and presentations to assist CARS project management with SOS executive briefings, control agency briefings, and legislative hearings.

• Assist in managing team communications involving the collection and dissemination of project information.

• Assist with responses to and resolution of Independent Verification and Validation (IV&V) and CDT Project Oversight findings.

• Ensure all project recommendations by project contractors are analyzed, evaluated, and implemented; or provide analysis and reasoning as to why recommendations should not be implemented.

• Assist with ongoing Agile management tasks and meetings.

  Mandatory Skills/ Experience:

• A minimum of five (5) years of broad, extensive, and increasingly responsible Project Manager experience applying project management principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity.

• Three (3) years of experience within the last ten (10) years leading and managing various project team sizes on large and complex IT system development projects. *

• Three (3) years within the last ten (10) years of experience with either agile or hybrid agile software development processes used to develop or implement an automated solution.

• Two (2) years of experience in the last ten (10) years developing and/or facilitating review and approval of project management plans and deliverables for large and complex IT system development projects for government agencies.

• Three (3) years of experience within the last ten (10) years facilitating change control management processes in large and complex IT system implementations for government agencies.

• Two (2) years of experience within the last ten (10) years assisting with converting and migrating legacy data on a large and complex IT system project.

• Education Requirement: (a) a bachelor’s degree, and (b) a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI)

  *Large and Complex IT System development project definition:

• At least $20M in total application development project cost.

• A solution that has at least one hundred (100) internal end users and one hundred thousand (100,000) external users.

• A solution that provides a secure data exchange interface with multiple external systems.
