Kaiser Permanente Health Policy Consultant in Oakland, California

Job Summary:

Studies health policy trends and developments; identifies opportunities for analysis, research, and advocacy. Performs analyses and makes recommendations; contributes to the planning and execution of Institute for Health Policy events; and communicates the Kaiser Permanente perspective and experience on public policy issues to a wide array of internal and external audiences. Translates Kaiser Permanentes knowledge and experience into meaningful information for policymakers and policy informers.

Essential Responsibilities:

  • Research and Analysis: Under the supervision of senior staff, contributes to the analysis of policy issues and options in one (1) or more specific topic areas to be determined based on Institute for Health Policy needs and candidates expertise. This includes but is not limited to: 1) Assisting in research on federal and state statutes, regulations, administrative procedures, and legislative proposals that have a significant impact on the organization; 2) Translating complex public policy issues and associated research into a varity of concise, well-synthesized written products; 3) Performing analyses of complex policy issues and monitor issues over time; and 4) Providing insight and expertise in key policy areas to internal and external audiences.

  • In conjunction with government relations, monitors developments in the federal and state legislative processes.

  • Identifies public policy issues of concern to Kaiser Permanente and in which Kaiser Permanente has legitimacy.

  • Communications and Events: Assists in the development and implementation of internal and external communications strategies, plans, and programs on key health policy issues. Develops an understanding of, and communicate the operational implications of, health policy issues. Identifies a variety of mediums to share information internally and externally. Manages Institute events, including IHP Forums, policy discussions, roundtables, and conferences.

  • General Support: Under the supervision of senior staff, works in collaboration with both internal and external stakeholders. Serves as a liaison and lead collaboration with related departments, such as government relations, community health, medical groups, research, environmental stewardship, Kaiser Permanente International, and others, to create synergies and assure alignment. Works with senior leadership of Kaiser Permanente to ensure deliverables are aligning with departmental and organizational priorities and goals.

  • Represents Kaiser Permanente at external events and functions and supports KP leaders and content experts in attendance, as appropriate.

  • Manages consultants and contractors to achieve specific programmatic or project goals.

    Basic Qualifications:

    Experience

  • Minimum five (5) years of related public policy, legislative, regulatory or government relations experience, either at the federal or state level required.

    Education

  • Bachelors degree in public policy, public administration, political science, public health, or a related field required.

    License, Certification, Registration

    Additional Requirements:

  • Knowledge of legislative or regulatory process, or as an alternative, consulting, academic, or journalistic experience will be considered.

  • Strong Research and Analysis skills to include: 1) Ablilty to translate complex themes and topics into concisely written products and oral presentations; 2) Ablility to synthesize diverse sources of information into clear and meaningful products/presentations; 3) Ablility to organize information on complex public policy issues into oral and written format; and 4) Strong data analysis skills including the ability to translate data into meaningful visuals/infographics.

  • Ability to manage communications and events, to include: 1) Ablility to position the Institute for Health Policy as a resource to internal and external stakeholders; 2) Ablility to build the Institute and Kaiser Permanente brands; and 3) Ablility to generate meaningful content based on a clear understanding.

  • Able to work with multiple team members from a variety of departments and backgrounds.

    Preferred Qualifications:

  • Eight (8) years of related public policy, legislative, regulatory or government relations experience, either at the federal or state level preferred.

  • Masters degree in public policy, public administration, political science, public health, or a related field preferred.
