U.S. Army Corps of Engineers Civilian Pay Technician in Mobile, Alabama

Summary About the Position: Incumbent will perform financial management functions to ensure certification is made in accordance with Appropriations Law and provide accounting data to support budget and fund managers. Develops and maintains sound business processes to assure labor cost information is accurate for the Mobile District's 1100-person staff, including 7 different Pay Plans, including GS, XF, XH, WB, WG, WS and WY staff serving Alabama, Florida, Georgia and Mississippi. Responsibilities Knowledge of Federal and multiple state laws, regulations, policies, and procedures affecting pay and leave entitlements, payroll deductions and personnel benefits. Knowledge of numerous pay policies, procedures, and system operations regarding unusual entitlements (for example, multiple work schedules, overtime, shift differentials, hazardous duty, holiday and special rates, etc.). Audit historic transactions affecting an individual employee or class of employees. Knowledge of automated information systems (AIS) supporting payroll, time, attendance, labor and personnel. Utilize automated financial management systems to input, retrieve, interpret, and correct data. Review and correct time and attendance (T and A) files submitted by timekeepers. Work with staff and agencies outside the organization to resolve pay complaints, inquiries, or problems. Develop and conduct formal and on-the-job training for timekeepers and certifying officials (supervisors). Prepare corrections and documentation for the payroll office and human resources office to correct pay and leave errors. Specialized Experience for GS-08: One year of specialized experience which includes: Providing guidance to employees, staff, and managers on payroll and timekeeping issues; 2.) Resolving payroll problems; 3.) Reviewing and interpreting a wide range of timekeeping and payroll laws, policies, regulations, and directives; and/or 4.) Utilizing financial management systems to perform a variety of accounting and budget related functions (i.e., Corps of Engineers Financial Management System (CEFMS), Defense Civilian Pay System (DCPS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Specialized Experience for GS-09: I have one year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes: 1. Monitoring and reviewing the status and progress of work and making adjustments in accordance with established priorities. 2. Providing guidance and assist with difficult and complex pay issues. 3. Reviewing and interpreting a wide range of timekeeping and payroll laws, policies and regulations. 4. Processing a variety of accounting transactions related to time and pay utilizing automated financial systems such as Corps of Engineers Financial Management System (CEFMS) and Defense Civilian Pay System (DCPS). 5. Developing and conducting formal and on-the-job training for timekeepers and supervisors and preforming audits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies, and Principles of Payroll Customer Service (Clerical/Technical) Financial Management Systems Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
