Incumbent serves as Recruiter in the City of Mishawaka Police Department, responsible for assisting administration in recruiting and hiring police officers.

DUTIES:

-Supervises and directs assigned personnel, including analyzing workload and human resource needs, interviewing applicants, making hiring recommendations, orienting new subordinates, planning, delegating, and controlling work assignments and special projects, establishing specific work goals, keeping supervisor and assigned staff informed of organization developments, and communicating and administering personnel programs and procedures.

-Maintains confidentially in communications with administration.

-Assists City of Mishawaka Human Resources Department with police department application and hiring process, including scheduling, and facilitating new applicant testing and appointments, maintaining database of past and present applicants, and participating in oral interview board.

-Manages Police Department recruiting efforts by attending appropriate recruiting sites and job fairs, including updating hiring and recruiting materials.

-Maintains current knowledge of department administrative policy.

-Oversees equipment issued to new recruits and officers.

-Performs related duties as assigned.

I.JOB REQUIREMENTS AND DIFFICULTY OF WORK:

-High school diploma or HSE required.

-Must be at least 21 years of age.

-Ability to meet all departmental hiring and retention requirements, including passage of written exams, drug screen, and background investigation.

-Thorough knowledge of and ability to make practical application of the customary practices, procedures, rules, and regulations of the department.

-Thorough knowledge of applicable City, County, State, and federal laws, regulations, and ordinances relating to law enforcement activities.

-Thorough knowledge of principles and practices of work organization, staff supervision, training, professional development and work evaluation and ability to maintain departmental discipline through the application of appropriate management technique.

-Working knowledge of standard English grammar, spelling and punctuation, and ability to complete detailed reports within department deadlines.

-Ability to analyze complex organizational problems and determine proper course of action.

-Ability to supervise and direct assigned personnel, including analyzing workload and human resource needs, interviewing applicants, making hiring recommendations, orienting new subordinates, planning, delegating, and controlling work assignments and special projects, establishing specific work goals, keeping supervisor and assigned staff informed of organization developments, and communicating and administering personnel programs and procedures.

-Ability to obey all written and verbal orders and directives from the Chief of Police and superior officers.

-Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.

-Ability to comply with all employer and department policies and work rules, including, but not l mited to, attendance, safety, drug-free workplace, and personal conduct.

-Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

-Ability to effectively communicate orally and in writing with co-workers, other City departments, supervisors, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

-Ability to work alone with minimum supervision and with others in a team environment.

-Ability to work on several tasks at the same time and work rapidly for long periods, occasionally under time pressure.

-Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.

-Ability to occasionally work irregular and/or extended hours and travel out of town for training, sometimes overnight.

-Possession of a valid drivers license and demonstrated safe driving record.

II.RESPONSIBILITY:

Incumbent performs a variety of recruiting, hiring, and supervisory duties according to standard operating procedures of the department. Incumbent serves as a supervisor and may be called upon to make decisions in the absence of superior officers. Errors in work may not be readily detected by periodic supervisory review and have adverse effects on department operations and the public.

III.PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other City departments, supervisors, and the public for purposes of giving and receiving information, explaining, and interpreting policies and procedures, instructing, exchanging ideas, and advising or counseling.

Incumbent reports directly to Chief of Police.
