Position Summary

Individual will be an employee of Knowledge Services and not a direct employee of the City of Indianapolis. Position is responsible for directing and successfully competing for grant funds in support of programs and services enterprise wide as well as coordinating with independent auditors to complete 2CFR200 Subpart F Single Audit of federal grants received by City of Indianapolis and by Marion County. Works in collaboration with other city and county departments, as well as outside agencies, to review grant programs for audit compliance and to resolve grant audit findings. Maintains current working knowledge of federal audit requirements published in 2CFR200.

Position Responsibilities

Develops, updates, and maintains grant development calendar, grant opportunities database, and grant proposals.

Serves as liaison with government, foundations and corporate funding sources. Meets with City/County agencies annually to assess grant needs for the year.

Evaluates request for funding opportunities and analyzes funding project needs of agencies within the Enterprise.

Researches grant opportunities, evidence-based practices related to grant proposal subject area, and coordinates grant applications with City/County agencies to create competitive and formula-driven grant proposal narratives. Identifies opportunities for collaboration on grant proposals with internal and external agencies. Manages proposal development between participating agencies.

Evaluates eligibility, program requirements and level of effort needed to manage grant projects before applications are drafted and submitted. Communicates requirements to agencies and confirms all requirements can be met. Sets project goals, objectives, timelines, budgets and sustainability for each grant proposal. Drafts grant proposal components in coordination with agency and submits proposal upon completion.

Collaborates with Grants Manager on large-scale proposals requiring special attention. Maintains Federal and State grant application and management accounts as well as maintains knowledge on how to operate software. Coordinates with agency program staff to ensure ongoing compliance with federal regulations, guidelines, and policies. Utilizes enterprise specific software to monitor grant awards in preparation for audit review of major programs.

Maintains working knowledge of Federal Code of Regulations, federal registers, and other publications pertinent to compliance of federal grant funds. Monitors grant expenditures and revenue for single audit reporting accuracy and resolves or obtains explanations from agencies for any discrepancies.

Compiles grant expenditure data and coordinates with independent auditors to complete annual Single Audit of federal grant dollars as required by 2 CFR 200 Subpart F "Audit" for City of Indianapolis and Marion County. Assists agencies with E-Civis questions, technical assistance, and entering proposals. Troubleshoots as needed.

Assists with developing and delivering training on finding grants, writing proposals, and audit requirements. Reviews and approves sub-recipient claims for accuracy, appropriate documentation, and compliance with federal regulations as well as the approved budget.

Qualifications

Bachelor's Degree in business administration or public administration and a minimum two (2) years’ experience in administrative support, business administration, public administration, grant solicitation, grant program planning or related field. May have six (6) years prior relevant experience to substitute for formal education. Knowledge of City/County government structure, administrative procedures and the grant award process. Knowledge of infrastructure, transportation, and social services programs and practices. Excellent research and writing skills. Interpersonal and communication skills suitable for a wide variety of audience contacts. Confidence and capability to learn on the job and adapt quickly to changing circumstances. Extensive knowledge of Microsoft Office applications. Knowledge of audit requirements under 2 CFR 200 Subpart F, Single Audit Act and other relevant Federal Regulations and publications.

Independent Judgment

Incumbent helps to establish and to ensure that policies and procedures for the department and city are adhered to in an effective manner. Requires moderate supervision and utilizes independent judgment occasionally when policies or procedures are not available. Errors in judgment may cause inconsistencies and inconveniences making for negative public perception and financial loss. Coordinates activities with and seeks appropriate guidance from Sr. Grants Specialist, Grants Administrator, or Deputy Controller when necessary.
