Description of Job

Please Note: This position has hybrid work arrangements. Employees are expected to report to the work site at least 2 days a week. These arrangements are subject to change.

About this Unit:

The Division of Economic and Workforce Support is responsible for the ongoing implementation of an array of Adult Financial Assistance Programs (Old Age Pension, State Burial Assistance, Aid to the Needy Disabled, Home Care Allowance, and Colorado Supplement), the Colorado Works Program, and other workforce development services. Adult Financial Assistance programs provide a safety net for elderly and disabled indigent adults. Colorado Works is the State’s Temporary Assistance for Needy Families (TANF) Program; it is designed to assist participants to terminate their dependence on government benefits by promoting job preparation, work and marriage, and to develop strategies and policies that focus on ensuring that participants are in work activities as soon as possible. The Colorado Works program, in its design, also promotes investment into capacity building and prevention work to strengthen families and provides for positive youth development and healthy relationships.

The programs operate in all counties in Colorado and are administered locally by the county departments of human/social services. The Division supervises county departments of human/social services in the administration of these programs and is responsible for assuring that all counties comply with the terms of their county policies and all federal and State statutes and regulations. Public-Private Partnership staff write State-level policies and rules; train county staff on policies, procedures, and effective case management skills; provide technical assistance to counties on automated systems issues; work with the General Assembly on legislative and fiscal initiatives affecting programs operation; report to the federal government federal programs; monitor county performance and allocate funds to the counties for their use in implementing the program. The Division is the primary link between the county departments of human/social services and the federal government on issues regarding welfare reform and disabled individuals receiving Social Security Insurance (SSI). The Division also works closely with other Divisions and Offices within the Department, other State agencies, the General Assembly, the Governor’s Office, and client advocacy organizations in the implementation of welfare reform.

About this Position:

This position exists to ensure the services necessary for efficiently administering benefits and services delivered by county departments of social/human services in the Adult Financial and Colorado Works programs. This position provides State support, including technical assistance, support, program and policy information and clarification, and general program assistance to county staff responsible for administration, issuance, and claims collection of Adult Financial and Colorado Works benefits and services. The position works with the Colorado Benefits Management System (CBMS), assisting with requesting CBMS modifications to ensure accurate policy interpretation, efficient operations, and accurate reporting. In addition, the position assists with reviewing county Adult Financial and Colorado Works programs operations. This position exists to provide more efficient and cost-effective ways to serve families in need.

Summary of Job Duties:

Policy and Rule Research and Development

  • Responsible for interpretation, analysis, updates and development and maintenance of the Colorado Works and Adult Financial program rules (9 CCR 2503-6 and 9 CCR 2503-5, respectively), federal regulations, and state statute, in order to comply with state and federal requirements, as well as make programmatic improvements.

  • Facilitates workgroups to obtain county department feedback to build processes to implement new rule changes. Creates presentations to inform stakeholders of rule changes or current rule interpretation.

  • Presents rule change proposals to various audiences, including county departments, advocacy groups, State Board of Human Services, the general public, and partner agencies to obtain feedback as a part of the rulemaking process.

Systems Support

  • Serves as the policy lead on CBMS project builds to ensure CBMS aligns with Colorado Works and Adult Financial rules.

  • Identifies discrepancies between system logic and regulations, and identifies resolutions.

  • Reviews Help Desk Tickets submitted by county departments.

  • Collaborates with the Staff Development Division to create county trainings for new and existing CBMS builds.

County Support:

  • Collaborates with county departments to provide technical assistance, troubleshoot cases, and provide individualized consultations.

  • Supports improvements in productivity, timeliness, and accuracy through knowledge of programs and development of streamlined processes and workflows.

  • Communicates with counties concerning policy interpretation and potential changes through workgroups and county forums.

Monitoring:

  • Evaluates, monitors, and participates in efforts to improve timely processing and program effectiveness. Applies State and Federal guidelines to county business processes for compliance and efficacy.

  • Participates in the review of case files, performance reports, statewide reports, and county policies.

  • Other duties as assigned

MINIMUM QUALIFICATIONS:

Option 1 - Experience:

  • Six (6) years of relevant experience in an occupation related to the work assigned to this position

  • Please note: This experience must be clearly documented on your application and the supplemental questions must be answered.

OR

Option 2 - Education and Experience:

  • Bachelor's degree from an accredited institution.

  • AND Two years of professional experience related to the work assigned to this position

Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Preferred Qualifications:

  • Excellent public speaking abilities

  • Proficient in written and verbal communication

  • Strong analytical and research skills

  • Self-starter with a proactive approach

  • Background in social services or public assistance programs

  • Customer service expertise with adaptability to diverse audiences

  • Proven track record in establishing and nurturing business relationships

  • Familiarity with the Colorado Benefits Management System

  • Proficiency in navigating and utilizing various databases and systems for research and record-keeping

Conditions of Employment:

  • Travel required for site visits to the various counties statewide on a quarterly basis

  • Standard Background – Name check, TRAILS, CMS and JBITS
