POSITION OVERVIEW:The Foundation School Program (FSP) Operations Manager reports to the Assistant Director of State Funding and supports schools by performing complex financial analysis and regulatory work. The FSP Operations Manager oversees the daily operations and activities of the administration of the FSP, including charter school funding, tax programs, and excess local revenue provisions in the Division of State Funding, Forecasting and Fiscal Analysis, which is responsible for the distribution of more than $20 billion annually in state funding and the collection of $3 billion in excess local revenue for public education. The FSP Operations Manager works closely with the assistant director, director, and financial analysts in the division to ensure effective and efficient program implementation in compliance with applicable statutes and regulations. The work of the FSP Operations Manager involves managing day-to-day activities of staff on the FSP Operations team; overseeing the allocation of resources to achieve timely outcomes and measurable goals; monitoring and evaluating the effectiveness and efficiency of staffing levels; overseeing the implementation of changes resulting from new legislation; and coordinating special investigations, research studies, special projects, audits, and the implementation of special initiatives. ESSENTIAL FUNCTIONS:Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned. 1. Operations - Determines the cost of operations for the states FSP by implementing applicable statutes and regulations to ensure that school districts receive (and the state recovers) appropriate amounts of funding; oversees staff involved in the collection, review and reporting of school district information and data to determine compliance with applicable laws, regulations, policies, and procedures; and oversees the calculation and distribution of FSP state aid.2. Team Management - Leads, supervises, and develops the divisions FSP operations team, which includes establishing team priorities, coordinating use of resources, ensuring standard operating procedures are up-to-date and in place, and building team capacity by creating succession plans and implementing intentional cross-training to increase flexibility and efficiency.3. Coordination and Collaboration - Coordinates FSP activities between the agency, other agencies, school district administrators, legislator and other stakeholders including performing bill analysis and preparing fiscal notes thatdetermine the cost of implementing school finance legislation.4. Compliance and Transparency - Ensures transparency and effectiveness by applying funding formulas used to distribute funds to school districts in accordance with the Texas Education Code and Texas Administrative Code (implementing changes to formulas or rules as necessary) and overseeing the development and maintenance of associated rules and web content (ensuring the accuracy and reliability of the summary of finances reports, cost of recapture reports and payment ledgers).5. Strategy and Process Improvements - Improves productivity by overseeing automation of accounting applications, coordinating development of system requirements, and prioritizing system changes. Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited four-year college or university Experience: At least five (5) experience in the management of a business function, division, or department relevant to the assignment. Experience with the Foundation School Program is preferred. Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.
